There are much greater risks in most designs than that posed here by the lack of a diode. = It's not like a small signal silicon diode can actually prevent latchup, either. Read the PIC data sheet, you get 0.3 volt beyond the rails, not a whole diode drop. So don't go fooling yourself that a diode is protection.
