If you develop something that starts consistently taking a stroke off a keen amateurs games - say taking them from 10 over to 9 over, then it WILL be banned. It's part of keeping the game consistent over the years. I can think of two examples off the cuff. A new ball with "better" pit design gave extra distance. The 'between the legs swing" putter (Sam Sneed?) reduced putting scores. Both were banned in 'real' golf.
