Although drilling individual holes, usually as a gang setup, but due to spacing, probably needs a transfer table to increment for the holes between the minimum gang hole spacing, or a NC to drill individual holes (or gangs) is much more time consuming, and the initial cost of the equipment and maintenance including drill bits is not inexpensive. The gang punching of all holes at once does have an equipment and tooling cost including replacement punches and die plates which I wouldn't call near zero either.
