This seems to most commonly happen if you find someone in your "first pass" (eg by internal reference) who seems ideally suited to your position, but is not a US citizen. You have to "prove" that you've tried to find an equally qualified person who IS a US citizen. It's a real PITA, given that "good" people seem so hard to find in general, and the "workaround" is not difficult (as in this case, you advertise such detailed requirements that hardly anyone else is likely to fit the description.) Feh. (The rule is to prevent hiring "cheap" non-citizen labor in favor of citizens.) That's for the US, of course. Experiences in other countries may vary.
