IIRC Opencores.org has a core for dynamic memory control. Use a small FPGA 
(is there such a thing these days?) as a memory controller, and attach the 
memory to the PMP port of a PIC24 or similar beastie. The FPGA could also do 
the demux of address and data from the PIC.

Note that the PMP port has a max of 64kBytes, but if the 16 bit address and 
8 bit data are all muxed on one 8 bit port, then there is another 8 bit port 
available for paging memory to higher capacity.
