Less than 0.05 cents worth of parts that should be part of EVERY circuit design whether it be on a PCB or breadboard. If you have multiple chips, there should be a 0.1uf cap at EVERY VCC/VSS line at EVERY chip, as close to the chip as possible. This is common engineering practice. Don't 'Muntz' your circuits. (Look that word up. Interesting story behind the name.)
