The former is established "jargon" from time immemorial and the latter is less common and (arguably, of course) sloppy. The former takes a longish phrase and replaces it with a short contraction while the latter shortens analready short phrtase slightly viz mils ... thousandths of an inch ... mils ... millimeters ...
