If you use the photo method (using presensitized PCBs) may give you enough accuracy. Laser printer transfer method, probably not practical. I've done both in the past, but not for 0.4 mm pitch devices. Unless you are on a very tight budget, I would recommend ordering your PCB from a professional board house.
