That's 100 pico-cents per byte. (or 0.1 nano cents). Even if you decided to store 20 megapixel 14 bit per color images uncompressed (about 100MB per image) you'd still be paying less than $0.01 [USD] per picture. In reality (lossless raw compression is pretty good) they'll be far less. Meaning that, no, you aren't going to reach that "cost less than disk drives" because that cost will always go down faster than any other medium will, even if it's not archival.
