How is it going to be used? How portable does it have to be?

You can get some very tough payphones designed for use in public places 
but they are designed to be screwed to a wall not portable. Most of them 
can probablly be configured not to require payment,

Another option may be a field engineers phone designed for use by 
telecoms guys who are on the move all the time.
