Thank you all for your help. This issue seems to be solved with success. The problem was the cable between programmer and PIC. It was just to long (using the old ICD2 cable with 30 cm and adapter cable of 15 cm). We changed now to the newer 15 cm ICD2 cable and short the adapter cable of 4 cm.
