AFIAK this is the same for the few other places that sold PID blocks. If it is for an open-source project feel free to contact me, otherwise I am afraid the only option is to buy a VID. When I did so this option was hidden somewhere on the usb.org website. IIRC the price was $1500 (one time, no yearly fee). And you can of course ask usb.org why they don't either - sell small PID blocks themselves, or - let someone else do so. If it is for a product that uses PICs as USB endpoints there is the option to ask Microchip for a PID. There is some established procedure for this, I don't know how easy it is.
