As written, I'd guess you can buy things on the "purchase card" (like a corporate credit card?), which is all together a different thing than a purchase order (though for reasons I don't fully understand. People who often buy "little" things here can get a credit card to use for such purchases; apparently it makes the whole "expense report" thing go a bit more smoothly.) With a monthly spending limit of $10k and a yearly budget of $3.5k, there's a bit of a mis-match. Perhaps, like many corporate credit cards, those are your limits for personal use as well. I remember when having a corporate credit card that I could use was a nice benefit; a long time ago. I would think it still would be, for youngsters recently out of college and similar. A $10k/month spending/credit limit is pretty substantial... Looks about right for buying the occasional tools and parts from digikey and such, IMO. (I am not an accountant.) At any rate, it doesn't look like something that would make or break my interest in the job; I don't know that I've ever had any "spending authority" (hmm. I guess I must have, at one point, but I didn't have an actual budget, so it was a bit academic), but in my experience, it's always your boss that determines how much you can really spend.
