These are footprints / packages / connection symbols etc for
Altium Designer / Protel. Like you'd have for Eagle for example

The only Microchip library that came with the s/w contained
only variations of the 16C74 (IIRC). The library available at
Altium's site has many other PICs, and is probably included
with more recent CDs
