It would be well worth checking the electrolytics. _Any_ sign of swelling should indicate a replacement. Most electrolytics have a flat top and a slight bulge is enough for me. I've fixed quite a few appliances in the last year or so and at least 50% of them were caused by this. Subsequent testing on a cap. meter often shows pretty close to correct capacitance - but high or very high ESR.
