It is not necessarily borough money, though could be. Eventually when they get enough money they will come back and buy up all the farms in the Midwest or the houses or apartment buildings in areas where they are so cheap. China may want a few states (say Washington and Oregon) in exchange for retiring the debt of the American people that they currently carry. It is just like Monopoly and they ain't stupid players.
