ARM/AVR/MSP430 development under Linux are all possible. All have excellent GCC based toolchain. I think you can use the AVR JTAG ICE MK2 under Linux/FreeBSD for AVR. You should read the avr-gcc/avr-libc/avrdude mailing list if you want to do this. You can use openocd for ARM under Linux. There is also a closed source JTAG implementation for TI MSP430 under Linux.
