It is not unknown within fortune 500 company's' managers, on-time releases (even with bugs) is much more important than late release without bugs. It is because: on-time releases = bonus + good point on TPM (total performance management, a key role for future promotion). release late without bugs = no bonus + low point on TPM (which also means no promotion opportunity to higher manager position). And managers cannot live without bonus and a bright future to a higher management position, isn't this so simple? Why our tax money must be spend to save the life of those bubble maker instead of building road, or simply give those cash back to tax payer. Every single human being in USA will lose around $2K~3K this year to just save those bubble maker. This world might be brighter without those MBAs' on-time release thing. Vista problems = more money for Apple and Linux. Microsoft would have an incentive to make a good operating system, even if they were a total monopoly, though there's no question that they would have a much stronger incentive if they had more competition. Microsoft have zero incentive to sabotage their products. In fact, there are many reasons why they would NOT want to do that.
