I think (though I'm not sure) that most of the lines are communications 
(telecoms, network etc) lines not power lines.

IIRC in some countries getting legal communication lines is fairly 
expensive and the laws on who can run cables on the poles in the street 
are not enforced. The result is a huge ammount of illegal communication 
lines strung up by thier users.
