Bob et al.
It's pretty clear that the change in boundaries between [EE] 
and [TECH] has not been promulgated well enough yet. Vitaliy 
is intelligent and a frequent poster but clearly is not 
aware of the change.

Howzabout a post of the new definitions.
I'm avalanching towards a deadline so can't spend the time 
just now alas.
