Dual tag retained on purpose:

What Bob said.

If you want to show what the prior tag was you can just 
remove the square brackets from around the old tag and it 
stops being one.
eg EE is not a tag in the following line.

  > "Re: [OT] was Re: EE:: Chinese SMD assembler

You could probably even just remove ONE bracket
EE is now (probably) not a tag:

    > "Re: [OT] was Re: EE]:: Chinese SMD assembler

and maybe even just space them out ?

    > "Re: [OT] was Re: [ EE ]:: Chinese SMD assembler

BUT just removing both does the job OK while retaining all 
the old information.
