Given all things equal, no obstructions, a transmitter driving out 10mW of RF, has a range of around 3000' on 216MHz.

If the power is cut down to 1mW, is the range decreased by a factor of 10 or is there a mathmatical relationship to it?  This is narrow band FM voice BTW.
