I thought you were talking about the client side (on the PC, with the host being in the device). But if I did understand it correctly at first, writing a TCP client is not that difficult, using sockets. It's also not difficult to write it reasonably portable. I just searched for "c++ socket tutorial", and there seems to be a lot out there. There's also the source code for wget, which implements a superset of what you likely want.
