DigiKey and others probably have SOIC ZIF sockets.  The ones I've seen have
a hinged top that holds the chip down onto pads when shut.  I haven't used
them in years since most everything today is in-circuit programmed.

I think my USBProg (http://www.embedinc.com/products/usbprog) is one of the
least expensive robust production quality programmers out there.  You'd have
to make up a cable that goes from the programmer to your ZIF socket.
