The final report didn't have the standard section referenced for the dielectric withstand test. I looked it up and cited the exact paragraphs I used as a reference for my reasoning. I got a total agreement from the new engineer I talked with and am now waiting for confirmation in writing that production line testing is not needed. All in all, I think I just got stuck with a bum engineer the first time around. We'll see on future reports.
