Yeah, I guess there is the "commercial" temperature range too, which definitely is 0-70C for some PICs, like the 16f876 for example. The point is different PICs have different temperature ranges, and you have to look at the datasheet for your particular PIC to see what grades it comes in and which one you need. If you're going to operate outside the 0-70C range, you need to double check the temperature grade.
