To be honest I don't see this as any different from saying:

    Give money to the poor

instead of:

    Give money to the poor people

Adjectives being used as nouns, stuff getting shortened, redundant stuff 
removed. Plus it helps for newspaper headings:

KILO OF HEROIN SEIZED
