Unless it's very large, I'd say first send it to the list with  
appropriate documentation, just as eMail.  If it's well received,  
then you can find a spot for it on the PicList pseudo-wiki.  I  
wouldn't think it appropriate to have things appear on the site  
without some discussion on the eMail list first...

(However, this is not an official opinion!)
