The easiest way to make sure my receiver is not overwhelmed by your transmitter's signal, is to boost my transmitter's power. 100W cell phones may again become commonplace. Historically, there had been only two solutions that I am aware of: government regulation, or industry self-regulation. I favor the latter, unfortunately voluntary consensus is often difficult to secure.
