I believe that what you are seeing in such locations is the 
remaining frame after the concrete has fallen away. The 
concrete being walked on probably has about as secure a 
foundation. Reinforcing and cross ties seem absent - there 
is either concrete or nothing - suggesting initial 
construction was intended to last only a short while.
