I/ve used Excell to generate fonts. Just set up an array of suitably sized cells and place an "X" or an "8"etc.to fill in the pixel. It's then pretty trivial to generate the numbers required for each charecter. Otherwise Atmels "AVR" studio and the BASCOM IDE have sutable tools IIRC.
