The whole document looks to me to have been written by a secretary who may not have English as her (his) first language, and then been spelling corrected on a word processor, with the default selection used in each case instead of the correct selection for the word that was probably dictated by the boss, e.g. the bit quoted above is probably supposed to say 'they stay ahead of the pack'. The rest of it is probably due to selecting the default grammar correction, and if using M$ Word, this is likely to be anything but proper grammar, in my experience.
