XP SP3 does not allow you to run IE6. I am happy with the advantages of IE7 fwiw. (Most notably tabbed browsing). I am not aware of why users do not wish to upgrade but no doubt there are some good reasons. ALSO if you have installed IE8 Beta 1 you will not be offered SP3 automatically. SP3 / IE* b1 are said to presently be incompatible.
