Most of the PIC18Fs and some PIC16Fs support ICD. There is some low-pin number base family need a special converter-board for ICD. For those PIC18F chips with internal oscillator, you can probably just use a breadboard or Zif to program and debug some codes. We never buy the converter-board for 12F508, just program the chip and see how it goes. So far, it works great. Funny N.
