If you're talking about "A's mixture", then I'm afraid both ingredients are reaching the "controlled" stage. One because of its use in illicit drug manufacture, and the other because of its use in making illegal M80-like devices. If you're trying to down a plane, who care whether the stuff blows up on command, or while mixing ingredients, as long as the explosion is big enough. 80% concentration A, pure B, concentrated C...
