Nonsense. In EAGLE you can't delete or add PADs to a package that is in use, but you can certainly change the pad size and placement. (You still have to do this in the library, but you don't need to create a whole new package.) Since eagle copies all the package/device info into the schematic, you can also export the library of used components from a published schematic, then modify and update from that new library, to avoid having to change the original (why it isn't an easy step from there to being able to edit the package within the particular project, I'm not sure...)
