Most of the 18Fs I am using support ICSP programming, which means you can use "high voltage" to erase the whole flash in one shot, and it also support the low voltage programming. To use the low voltage ICSP programming, sometime you need turn on the respect configuration bit and worst case, you need a resistor to make sure it enter the low voltage programming mode. There are lots of experts got many experience in this PIClist. I never use the low-voltage ICSP except our bootloader programs erase and re-program flashes in low voltage, it is still pretty fast.
