Over here, on the other side of the pond, we have similar problems.
It has to do with money, when someone gets killed and they sue the
'responsible' parties then it 'might' get fixed. In the mean time
it will be replaced (at the same location). I am a little surprised
that it was left unmarked, that's one thing they do pretty well
here is put a bunch of junk around it to make it clear that you
should hit it.
