Interested foreign nationals may benefit from perusal of "The Federalist Papers", 
a compendium of the debate amongst the Founders that preceded the adoption 
of the Constitution - The 2nd Amendment was clearly intended as a check on 
the power of the Executive by the Framers. 

This does'nt suit some folks - They have the remedy of amending the Constitution.
