I would suggest reading the actual report http://www.edweek.org/media/swansoncitiesincrisis040108.pdf Here in the Omaha metro, they report the "Focal district" as being only 33% of the total metro area, then later report that the graduation rate of that district at 55.1%. Later still they show the "Urban" rate at 65%, and the "Suburban" rate at 87%, with a "Metro" area rate of 74% I'm not saying all is well, it's not. But the story didn't report everything, and wasn't fairly reported either.
