UPDATE!

So I bought a PICkit2 and it worked for a bit, but then started showing 
the same problems.  Oh noes!

But I finally found the solution on the microchip forums.

It seems that the 16F88 and a few other chips become unprogrammable if you 
use MCLR as an IO pin, you use the internal osc, and you set TIMER1 to use 
the internal osc as a clock source.  The above link gives a fix to recover 
the part.

So it seems my Warp-13 was not as flakey as I had thought and I didn't 
really need to buy a PICkit2.  Bu I am glad I did anyway, it's a great 
little device and I can use it on laptops with no serial port too.
