Can't be oxygen free copper as it must make oxygen as well. ________ 3.2l is 3.2/22.4 x 2gram = 0.286 grams a minute. H2 gives ~= 140 MJ/kg so 0.286 gram gives 40,000 J/min or about 666 Watts. SO even the less efficient 30A unit has a net energy gain of about 150%. That sound's good. 666 Watts won't get you up many hills though, even at 150% efficient.
