That would be a certainty, as long as "up to" can have 
percentages of either sign.

At 30A that's under 400 W nominal input so there has to be 
some high class magic and crystals at work here. Can't be 
oxygen free copper as it must make oxygen as well.

3.2l is 3.2/22.4 x 2gram = 0.286 grams a minute.
H2 gives ~= 140 MJ/kg so 0.286 gram gives 40,000 J/min or 
about 666 Watts.

SO even the less efficient 30A unit has a net energy gain of 
about 150%.
That sound's good.
666 Watts won't get you up many hills though, even at 150% 
efficient.
