By student satisfaction? Parent satisfaction? Results of some form of standardized test? Differential (out/in or out-in) of such test results? Average or median earnings of students after they left school? Average or median life satisfaction of ex-students? These all probably yield (completely) different results. And there probably are many other possible criteria. When talking about efficiency, you need to have a pretty good idea what it means.
