I think that, in context, it is just as extreme and bizarre 
and stupid as originally described.

I suspect, and it's only a tentative conclusion based on 
mentating the informationm to hand, which is far from 
complete, that at least a suggestion of racial or cultural 
bias is present. I thought about using the term "racism" 
but, while it is essentially synonymous with 'racial bias' 
it carries connotations which are not a good fit here.

What sort of English speaker would be very well versed in 
all aspects of English but not meet their qualifications? 
Any person who was highly competent in English would have no 
problem with reading lingua americana. Writing US English is 
for the very main part a matter of not informing your 
spilling chucker that Bill Gates original dictionary is 
wrong. When I write something for important US consumption I 
spill chuck it in the final version and allow the US 
spelling corrections which I have ignored until then. So 
that leaves only spoken English. Here we furriners do stand 
out. While they MAY be saying that NZers who can't fake a US 
accent need not apply, I think it more probable that they 
don't want someone who speaks English in the manner that 
about 30% of the US IT workforce may. I say MAY as it may be 
a bad assumption on my part that a majority of such people 
speak English in the manner common to their countrymen in 
their country. But, I may well be doing them a very grave 
injustice in my wonderings.
