Hi Jim:
I did not keep it but I bet you can Google it up. Meanwhile I will look for 
it.  It was proposed by Hillary but I do not believe that it has yet been 
acted upon because I would know if it was.  I happen to be on the board of 
directors of a NY State licensed day car Early Childhood Development Center. 
We are very conscious of our responsibility to the parents and the 
community.  Of course, I agree that the regulations should be very strict 
because the well being of children are entrusted to day care (ECDC) centers 
like ours. I do believe that the government should exercise some limited 
degree of oversight designed to regulate the safety and protection of the 
children, according to such regulations.  But I do not believe that the 
State can efficiently operate a daycare ECDC.  Furthermore, the precedent of 
the government taking over private enterprise is a very scary precedent to 
set.
