If it were a Microchip device, one could handle a "magic packet" which could cause the device to detach and reenumerate... Other than that, placing a controlled relay or so on its power line? that runs on a timer or another I/O (RS232...?) Or finding the hardware address of the USB controller and shutting it down... with the due privileges?
