For every FPGA/CPLD I've used this information is found in either one of
the datasheets or an app note.

For the larger FPGAs they usually separate the datasheets, one is
usually targeted at specifying the various programming solutions and
always give an example circuit and recommended parts.

Head over to Altera's website and have a look at the documents specific
to those parts.
