Everything is working now!!  That last bug was due to the fact I was updating the timer too often and it was never getting a chance to count up to where it be be in the high portion of the cycle.  Added a short delay after the TIMER1 PWM command and the motor is moving like it should.  After fighting with a few bugs it is nice to see that it works the way I wanted it to.
