The FCC said they _could_ turn them off, not that they _had_ to. Of course, they all did because they want to use the spectrum for other communications related services. The licenses to the spectrum didn't revert back to the FCC, right? So the phone companies will roll out new services, and they certainly aren't going to petition the FCC to roll it back. Those that might want to roll it back are unlikely to have a good reason to change it, and I suspect that the FCC won't take action unless a great reason comes forth to change it. It's too bad such rules aren't done so they have to be re-evaluated every 2-5 years.
