I believe the smallest PIC with PLL xtal/cerosc -> 40MHz is the
18F1220 (but I could be wrong). The PIC-like SX18 comes to
mind @ 50MHz, no PLL though so xtal/cerosc required

There are a number of logic solution (delay gates for example),
if only space wasn't an issue. Can you retro-fit a small PCB on
stand-offs ?
